Title KCC DISCUSSED PUBLIC RESPONSIBILITY OF TERRESTRIAL TV IN THE OTT ERA WITH THE THAI GOVERNMENT

Vice Chairman Lee Sang-in met two Commissioners of the NBTC of Thailand

Amid growing concerns over the public responsibility of terrestrial TV as OTT services are gaining traction, the Korea Communications Commission (KCC, Chairman Kim Hong-il) met the National Broadcasting and Telecommunications Commission (NBTC)* of Thailand to share related policies and opinions.
*A Thai government institution responsible for drafting policies in the TV broadcasting, wireless communications, and telecommunications sectors and management and monitoring of broadcasting and communications business operators

Vice Chairman Lee Sang-in of the KCC met with Commissioners Suphat Suphachalasi and Pirongrong Ramasoota on Tuesday, June 25, at the KCC. They discussed policies and experiences regarding the overall broadcasting and communications sectors, including the public responsibility of terrestrial TV in the digital era, rights to access to broadcasting for the marginalized, and countermeasures against harmful information.

Vice Chairman Lee stressed, "Many of the citizens watch content through OTT services recently, but major content of OTT services is mainly from the content of broadcasting business operators, such as terrestrial TV," adding "The public responsibility of broadcasting, such as information delivery and cultural identity formation, is still crucial as the influence of broadcasting content is transferred by OTT platforms."

Commissioner Pirongrong Ramasoota introduced the media education exhibition hosted by the NBTC this May and explained its various media education policies, including an expert workshop, seminar, and providing educational materials to schools and libraries. In response, Vice Chairman Lee introduced the Community Media Foundation, which is now under operation in 12 metropolitan cities and Dos nationwide, and explained the "Media Share Bus" of the Foundation, targeting local people who have difficulty accessing the Community Media Foundation or the marginalized.

The KCC signed a memorandum of understanding on cooperation in the field of broadcasting content with the NBTC in 2017. Korea and Thailand continue the close collaborative relationship, including through the ongoing negotiation on the Korea-Thailand broadcasting co-production agreement between the KCC and the Ministry of Culture of Thailand.
